- Leo was born in Belle Center in his Grandfather Watkins' house. He moved to Bellefontaine with his parents when he was five and then to Lima when he was about nine. He attended Ohio Northern University and Bowling Green Extension College while working as Production Controller at Westinghouse Electric Co. Leo served in the US Army 1942-1945 and was stationed in Panama. After his return from overseas, he trained paratroopers at Ft. Benning, GA including the 101st Division. Leo left Westinghouse in 1956 to assume duties of Purchasing Manager of Staco in Dayton, OH. He then became Manufacturing Manager of Ledex, Bramco Division in 1962 where he remained until disability forced his retirement in 1978.

- It appears that the census taker may have had things wrong. The last three people he listed in the household of J. Mack Watkins and Elizabeth Titus Watkins were "Toby, Lois, and Leo." Even though he listed "Toby" as a female, it is more likely that this was "Arby, Lois, and Leo" who would have been the eldest child of J.Mack and Elizabeth, along with his wife, Lois Levan Watkins, and infant son, Leo.
