Judge Charles Wesley Watkins, seventy-two years, ten months, and twenty-eight days old, died Friday morning at 4 o'clock at his home, 361 Etna Avenue. He had been a sufferer of Bright's disease for several years and had been confined to his home since January 14. He had been seriously ill since that time.
Mr. Watkins was born May 3, 1849, to William W. and Rebecca J. Watkins in Jefferson township, Logan county, Ohio. He was the second son of a family of ten children. His boyhood was spent working on the farm of his father and attending the district schools in the winter. At the age of fourteen years, on January 23, 1864, he enlisted at Cleveland, Ohio in Company 4, 124th Ohio Volunteers and served eighteen months, taking part in some of the major combats of the war. He was mustered out in July, 1865, and returned to his home. He attended school and also taught school until 1871, when he began to read law with Judge William Lawrence of Bellefontaine, Ohio. He was admitted to the bar at Kenton, Ohio, September 1, 1873. He came to Huntington in March, 1874, and since that time has been actively and successfully engaged in his profession. He first formed a partnership with James C. Branyan, under the firm name of Branyan and Watkins, which partnership lasted nine years. One January 1, 1883, he became associated with C.M. Cobb and later with M.D. Spencer. His later law partners were Charles A Butler and Howard Kacy.
In 1878 he was elected circuit prosecutor for the old twenty-eighth judicial circuit of Indiana which included Huntington, Grant, Wells, and Blackford counties. He was re-elected in 1880. In 1884 he was candidate before the Republican state convention for reporter of the supreme court but failed to get the nomination. Judge Willis Van De Vanter who was associated with Mr. Watkins during his two terms as prosecutor is now on the United States supreme bench. Mr. Watkins was elected circuit judge of the Huntington circuit court in 1894 by a majority vote of 668. He served six years as judge and had the distinction of never having a decision reversed by a higher court on a point of law. During the McKinley administration Mr. Watkins was offered the secretaryship in the department of the interior but refused the position.
Mr. Watkins was a man of remarkable literary ability and was regarded as one of the best authorities on literature in this city. He was a great reader in his younger years and may be regarded as a self-educated man. He was also a great historian.
Mr. Watkins married Miss Irene Wickersham in Logan county, Ohio November 8, 1877. Two daughters were born to the union. They are Mrs. Cozett Irene Thomas who lives at home and Mrs. Crawford Hathaway of Zanesfield, Ohio. The widow survives and two grandchildren, Helen and Charles Thomas. Brothers and one surviving sister are Mrs. Gilbert Grabiel of Rushsylvania, Ohio, and James H. Watkins and Isaac N. Watkins of Rushsylvania, Ohio and William J. Watkins of Dayton, Joseph M. Watkins of Columbus, Ohio, and Dr. Aaron S. Watkins of Cincinnati, Ohio, who, at one time, was candidate for president on the Prohibition ticket. Three sisters are dead.
Judge Watkins was a member of the G.A.R. and the Ben Hurs.
